Is there a minimum requirement for insulation in apartments?

I’ve lived in this apartment building for about nine months. For the most part, everything is fine. But, one of the big problems is that there seems to be no insulation at all. I can clearly hear my neighbor’s phone conversations and she can probably hear mine. I can hear the guy above me snore at night. I’ve lived in many apartment buildings in the past. So, I realize that many people living in a building that there is bound to be some noise. But, I didn’t think I should be able to hear people do normal everyday things. The building I live in was an elementary school that was recently transformed into apartments. So, everything as far as the appliances and stuff are brand new. But, what about the insulation? Do you think the landlord just slapped these places together to get rent right away? My neighbor and I were wondering if there were any building codes for insulation and if there is anything that can be done at this point with everyone living here.

The building only has to conform to local building codes for insulation, which is only for exterior walls. Interior walls and ceilings between floors do not have to be insulated.
